ScripNet announces support for Texas Department of Insurance Workers’ Compensation eBilling mandate
ScripNet’s pharmacy benefit management services will enable Workers’ Compensation Insurance Carriers in Texas to accept eBilling from health care providers, with California & other state mandates to follow.
ClickPress, Tue Jul 24 2007 ScripNet, a nationwide pharmacy benefit manager (PBM) who contracts with workers’ compensation insurance carriers and pharmacies to ease the availability of prescription medications to injured workers, today announced its support for and compliance with a Texas Department of Insurance mandate that workers’ compensation carriers accept eBilling from health care providers as of January 1, 2008.
“These comprehensive reforms will fundamentally change how carriers and providers relate to each other,” said Dennis Sponer, president and CEO of ScripNet. On the pharmacy side, the Texas Department of Insurance has adopted the standards (National Council of Prescription Drug Programs, NCPDP 5.1) used by many pharmacies and pharmacy benefit managers (PBMs) to communicate with each other. According to Sponer, “Workers' compensation focused PBMs, such as ScripNet, are now in a unique position to provide connectivity to carriers, so that they can comply with the Department of Insurance's new requirements. More importantly, it will enable adjusters and risk managers to spend less time manually processing pharmacy claims, resulting in reduced overall pharmacy expenditures that are associated with workers’ compensation.”
ScripNet will be fully compliant with Texas' new eBilling requirements, so that all pharmacies, whether on or off the ScripNet network, can bill carriers electronically for workers' compensation prescriptions.
The Texas Department of Insurance, Division of Workers’ Compensation posts the Clean Claim and Electronic Medical Billing and Payment Workers’ Compensation Companion Guides on the agency’s website at: www.tdi.state.tx.us/wc/bpi/index.html#ebcg. The guides include information on electronic billing requirements to assist health care providers and insurance carriers with the submission and processing of workers’ compensation medical bills. In developing this mandate, the Division asked for comment from the California Division of Workers’ Compensation and the International Association of Industrial Accident Boards and Commissions (IAIABC). The final companion guides are aligned with national standard formats and industry practices. Recognizing the need for national standards, IAIABC has also initiated efforts to study the feasibility of developing national standard electronic billing formats for workers’ compensation.
